The only way hand delivering it makes sense is if you can't just email the generals. You are supposed to be delivering secret information about a critical weakness in the rebel flagship. If they could call ahead to catch you, you wouldn't make it more than a couple of hops. So as long as you keep running, you can avoid the immediate attack from the local garrison. But the FTL universe doesn't seem to have FTL communication, so the alert can only be spread via ships which don't travel any faster than you do. ![]() As soon as you finish your jump into one of those sectors, the locals immediately flag your ship and you get attacked. The expanding rebel controlled territory is actually the sectors that the alert to find you has reached. On your ship is some sort of information that will allow a total reversal of this situation if you can get it to them before they are defeated and the rebels are trying to stop you with everything they can. Instead, you are traveling to the last sector held be the federation, where the last federation fleets are engaged in a last stand after either refusing to or being denied surrender. There are events where rebel ships are delivering supplies to their colonies which means that it has been months, possibly years, since the federation (as a whole) was defeated.
